Dr. Talal Al-Balushi is currently the Cultural Attaché at the Sultanate of Oman Embassy in Washington DC jointly working for the Ministry of Foreign affairs and Ministry of Higher Education. The duties are to maintain the tech transfer through educational ties between the two countries.He joined Sultan Qaboos University in 1999 after obtaining his BSc. & Mphil., from Glasgow University and Strathclyde University in the field of Medical Genetics. For the next 3 years, Talal was In-Charge of the Molecular Genetics Diagnostic Lab. He was also a board member in the College of Medicine representing the Hospital and College Biomedical Scientists. In 2003 he received a scholarship from the Japanese government to attain his PhD in genetics and community medicine. Graduating from Tsukuba University in 2008, Talal came back to the Department of Genetics and was the chief biomedical scientist, and continued with his research work and publications. In addition, he was a member of the college budget committee and member of the strategic development committee. Talal was the Director of Research Administration (2009-2011) at the Research Council as he was currently responsible for overlooking all sector teams to establish Oman’s research priorities in specific fields, as well as creating research strategies and develop and support programs for research. In addition, managing and carrying out general policy research and special studies and ensuring the impartial and transparent selection of the highest quality research using peer review and the effective administration of the various research programs in the following sectors: 1) Information and Communication Technologies 2) Culture Basic and Social Sciences 3) Environment and Biological Resources 4) Education and Human Resources 5) Energy & Industry 6) Health & Social sector.He later became the Director of International Relations (2010-2014) where he was responsible to establish and maintain relationships with foreign research organizations to facilitate the development of linkages, and communication channels between the various functions within the Council and potential international research counterparts and negotiate MoU’s. Represent the Council in discussions with international academic and user communities via committee membership, regional seminars, conferences etc, facilitating international conferences, seminars, and other events to promote the Council’s activities. In the social arena, Talal is a member of the executive committee of the Japan-Oman Friendship and Oman Cancer Association. In addition, he is an executive committee member of the National Program for Book support in the Culture Club and one of the Founding Members of the ongoing Oman Road Safety Association.
