Verónica Espinosa Serrano cuenta con una trayectoria académica y profesional que ha sido guiada por su interés y compromiso con la salud pública. Estudió medicina en la Universidad Internacional del Ecuador donde obtuvo una beca estudiantil completa por merecimientos académicos. Realizó su internado rotativo en el Hospital Carlos Andrade Marín del Instituto Ecuatoriano de Seguridad Social. Fue estudiante dentro del Programa Erasmus Mundus en la Universidad La Pitié Salpetriere en París – Francia,

Maestría en Salud Pública en la Universidad San Francisco de Quito y un Diplomado en Salud y Derechos Sexuales y Reproductivos en la Universidad ISalud de Argentina.

En su vida profesional se desempeñó como directora del Subcentro de Salud de Puembo, coordinadora encargada del Área de Salud Nº 14 Yaruquí, directora médica en Laboratorios LIFE C.A., asesora en el Ministerio de Salud Pública; Subsecretaria Nacional de Gobernanza de la Salud Pública y Viceministra de Gobernanza y Vigilancia de la Salud. Desde enero de 2017 se desempeña como Ministra de Salud Pública del Ecuador.

Dentro de sus funciones en el sector de la salud pública ha sido delegada como representante del Ministerio de Salud Pública en el Consejo Directivo de SOLCA, Presidenta del Consejo Nacional de Fijación y Revisión de Precios de Medicamentos de Uso y Consumo Humano y delegada del Ministerio de Salud Pública ante el Directorio del Instituto Ecuatoriano de Propiedad Intelectual.
